Why Vettel wasn't penalised for Japanese Grand Prix jump start

When Sebastian Vettel appeared to jump the start at the Japanese Grand Prix, it seemed a definite that he would receive a penalty, similarly to Kimi Raikkonen last time out in Russia. Vettel moved too early but stopped before starting again when the lights went out, leading to him being jumped by eventual race winner Valtteri Bottas. However, the German was not given a penalty as he moved within the tolerance set by the FIA.
